This kind of tailoring of a local education system could only be accomplished if either the outside educational decisionmakers recognize the need or the local population becomes politically active and able to control its own educational programs. This example points to the processes of political awareness and control of decisionmaking that are included in the ethical judgments anthropologists must be prepared to make.

As anthropologists have become more sensitive about ethical matters and more directly involved with the fates of populations undergoing rapid modernization, the theoretical orientation of anthropology has manifested a greatly increased awareness of social stratification and political power differentials as significant factors affecting modernization. Whereas in past decades modernization was often seen as simply a diffusion of cultural features or technological items from one group to another in more recent times anthropological literature has shown overt awareness of patterns of exploitation and colonialism that very frequently accompany these processes.
